BROWN COUNTY

WIS 54/57 Resurfacing

Location/limits: WIS 54 between University Way and WIS 57 in the City of Green Bay, Brown County

Length: 4.4 miles

Cost: $7.6 million

Schedule: May 20, 2024 to October 2024

Description of work:This project will resurface and repair WIS 54 (concrete repair and overlay and asphalt mill and overlay), resurface ramps for University Avenue/Nicolet Drive and resurface mainline University Avenue/Nicolet Drive (concrete repair and overlay), and concrete repair on Bay Settlement Road ramps. The project will also be replacing beamguard, replacing curb ramps at the southwest quadrant of Bay Settlement Road and Leon Bond Drive and the intersection of the eastbound off-ramp for Bay Settlement Road and Bay Settlement Road, replacing culvert endwalls​, sand barrel arrays, pavement markings, shoulder rumble strips, and shoulder aggregate.

May 20 to May 24: The contractor set up traffic control and began saw-cutting the pavement for the concrete patches.

May 27 to May 31: The contractor will begin base patching along the mainline and ramps while continuing to saw-cut pavement. Work begins along Bay Settlement Road.

Traffic impacts: The WIS 54 mainline will remain open using temporary lane and shoulder closures for most of the construction.

The ramps at Bay Settlement Road will be closed and detoured for several days for concrete repairs. The following ramps will be closed during off-peak hours during resurfacing and repairing operations. Dates TBA.

  • WIS 54/57and University Avenue system interchange and on and off-ramps
  • WIS 54/57 and Nicolet Drive on and off-ramps
  • WIS 54/57 and Bay Settlement Road/County EA on and off-ramps
  • Consecutive ramps will not be closed at the same time

Local roads: University Avenue/Nicolet Drive under WIS 54/57 and Bay Settlement Road/County EA over WIS 54/57 will remain open and constructed under single-lane closures.

Detour: Traffic will be detoured for the closure of the Bay Settlement ramps for up to 7 days during construction. The detour will use Bay Settlement Road to Algoma Road (County I).

BROWN AND OUTAGAMIE COUNTIES

WIS 96 Resurfacing

Location/Limits: WIS 96 from Claribel Street to Green Street in the city of Kaukauna and the village of Wrightstown in Brown and Outagamie counties.​

Length: 4.9 miles

Schedule: May 20,2024 to July 2024

Cost: $2.6 million

Description of work: The project consists of milling and resurfacing WIS 96 from Claribel Street to Broadway Street. Other work includes storm sewer and pipe culvert repair/replacement, curb ramp improvements, widening the paved shoulder from 4′ to 5′ in various locations, adding rumble strips, and pavement marking.

May 20 to May 25: Crews began saw-cutting and removals at curb ramp replacement areas and concrete work for curb ramp replacements. Crews placed the curb and gutter at Lamplighter Drive. Crews began culvert replacements between Lamplighter Drive and County U.

May 27 to May 31: Crews will continue with culvert replacements between Lamplighter Drive and County U. Work will begin for curb ramp upgrades in Wrightstown, with sidewalk, curb and gutter, and ramp removals. Crews plan to pour curb and gutter, sidewalk, and curb ramps at the removed locations. At the end of the week, crews plan to pave the culvert replacement patches.

Traffic impacts: WIS 96 is CLOSED from Claribel Street to County U for storm sewer and culvert repairs through the end of June.

  • Access will be maintained to businesses and residents along the project corridor throughout construction.

Shoulder closures from Van Dyke Street to Broadway Street in the village of Wrightstown.

DOOR COUNTY

WIS 42 Resurfacing

Location/limits: South Village Limits of Egg Harbor to Fish Creek between the intersection of WIS 42 and Rainbow Ridge Court and the intersection of WIS 42 and Bluff Lane

Length: 7.0 miles

Cost: $ 2.4 million

Schedule: May 13, 2024 to June 28, 2024

Description of work:This project will include asphalt milling and overlaying of the roadway, pavement marking, centerline and shoulder rumble strips, and other incidental work.

May 20 to May 24: The contractor continued paving WIS 42 from Fish Creek working south, under a single-lane closure with flagging during daylight hours. Crews updated pavement markings.

May 27 to May 31 Paving and milling work continue from the intersection of WIS 42 and County EE just north of Egg Harbor, south through the village. Local construction continues on WIS 42 in the village of Egg Harbor.

Traffic impacts: WIS 42 is closed to thru traffic in the village of Egg Harbor.

  • Local traffic will be maintained thur flagging operations in the closed portion of WIS 42.
  • Wis 42 will be open via flagging operations from County EE to Fish Creek
  • WIS 42 will be open for the Memorial Day and Juneteenth holidays.
  • The roadway may be open on weekends in June.

Detour: Traffic is detoured utilizing WIS 57, County V, County A, and County EE back to WIS 42 north of Egg Harbor.

WIS 42 Resurfacing and Culvert Improvements

Location/limits: From the city of Sturgeon Bay to Egg Harbor between the mid junction with WIS 42/57 and County T.

Length: 12.1 miles

Cost: $6.76 million

Schedule: April 8, 2024 to June 28, 2024

Description of work:This project will include various culvert removal and replacements, culvert transition excavation, concrete curb and gutter, asphalt milling and overlaying of the roadway, pavement marking, centerline and shoulder rumble strips, and other incidental work.

May 20 to May 24: The contractor continued paving the surface lift of asphalt working from the south to the north throughout the week.

May 27 to May 31: The contractor will continue paving the surface lift of asphalt working from the south to the north throughout the week. Due to the Memorial Day holiday, the contractor will not be working on Monday, May 27. The contractor also will only be able to work until noon on Friday, May 31 due to contractual traffic restrictions.

Traffic impacts: WIS 42 is closed to through traffic between the WIS 42/57 Mid Junction and County T. WIS 42 will be open through the Memorial Day weekend.

  • Local traffic will be maintained through flagging operations in the closed portion of WIS 42.
  • WIS 42 will be open for the Memorial Day and Juneteenth holidays.
  • The roadway may be open on weekends in June.

Detour: Traffic is detoured utilizing WIS 57, County V, County A, and County EE back to WIS 42 north of Egg Harbor.

MANITOWOC COUNTY

US 10 Passing Lanes

Location/limits: US 10 from the village of Reedsville to County J in Manitowoc County.

Length: 3.6 miles

Cost: $3.33 million

Schedule: May 6, 2024 to September 2024

Description of work:

  • Construction of two miles of an eastbound passing lane between Manitowoc Street/Pleasant View Road and County G.
  • Construction of two miles of a westbound passing lane between County G and Fritsch Lane.
  • Reconstruction of short sections of Rocky Ledge Lane, Menchalville Road, and Fritsch Lane to match the new passing lanes, and installation of new signs and pavement markings in the passing lanes.

May 20 to May 24: The contractor continued stripping topsoil and grading the new ditches. Crews completed grading from Grove Road to Maertz Road. Aggregate was placed for the new passing lane from the west limits to Grove Road.

May 27 to May 31: Contractors will continue to work east from Maertz Road towards Rocky Ledge Lane, completing stripping of topsoil and grading ditches. Storm sewer will be placed near the intersection of Rocky Ledge Lane. In the westbound lane, crews will begin stripping topsoil between County G and Menchalville Rd.

Traffic impacts: During construction operations, US 10 will be reduced to one lane of travel with temporary signals installed to direct traffic between Reedsville and County G. During non-working hours and weekends, the signals will be placed in flashing yellow mode and traffic will be opened to two-way traffic.

MARINETTE COUNTY

US 41 Resurfacing

Location/limits: Flame Road in the town of Peshtigo to West Cleveland Avenue in the city of Marinette.

Length: 2.7 miles

Schedule:April 15, 2024 through July 7, 2024

Cost: $3.41 Million

Description of work: Work includes asphalt resurfacing and concrete repair, guardrail grading and replacement, median drain replacement, inlet adjustments, curb and gutter replacement, electrical loop detector replacement, rumble strips, and pavement markings.

May 20 to May 24: The contractor will work on the following tasks: Placement of curb and gutter for sideroads; Pavement repairs and cleaning: Grading of shoulders for guard rail; Asphalt surface patching for curb and gutter.

May 27 to May 31: The contractor will be working on the following tasks: Landscape restoration, pavement joint cleaning and repair, asphalt pavement milling/grading, and placing the lower layer of asphalt pavement.

Traffic impacts: The roadway will be open to traffic and US 41 will be reduced to one lane of traffic in each direction. Temporary driveway closures will be necessary during parts of the construction process. Access from County T (Roosevelt Road) to US 41 will be closed during from 9 p.m. Wednesday, May 29 to 5 a.m., Thursday, May 30 for asphalt paving work. Also, US 41 traffic will not be able to make left turns to Roosevelt Road during this timeframe.

OUTAGAMIE COUNTY

Capitol Drive Bridge Replacement – This is a construction contract for the I-41 Expansion Majors Project between Appleton and De Pere.

Location/limits: Capitol Drive over I-41 between North Capitol Court to West Capitol Drive in the city of Appleton.

Length: 0.31 miles

Cost: $5.22 million

Schedule: April 1 to November 1, 2024

Description of work:This is a construction contract for the I-41 Expansion Project between Appleton and De Pere. This current contract is to replace the Capitol Drive overpass and approaches. Temporary median widening will be constructed along I-41 from the south of the WIS 15 interchange to just east of the North Lynndale Drive overpass. Please see the project website for details of the five-year project.

May 20 to May 24: Crews formed and poured pier number 2 columns and the east abutment of Capitol Drive Overpass.

May 27 to May 31: Crews will form and pour pier 2 cap and pier 1 footings and columns of the Capitol Drive Overpass. Crews will prep the subgrade, pour the leveling pad, and start panel placement for the retaining wall on the west side of I-41 southbound.

Traffic impacts: From 2024 to 2030, there will be numerous roadway and ramp closures and full interchange closures as part of the I-41 Expansion Project. Significant traffic impacts are noted below.

  • May 28, May 29 and May 30 – Full NORTHBOUND I-41 closures nightly:
    • Northbound I-41 will be CLOSED, nightly, between 11 p.m. and 4:30 a.m.
    • Detour: Eastbound WIS 96 to northbound WIS 47 to I-41.
  • Capitol Drive CLOSED to August 30, 2024

Detour

  • Eastbound Capitol Drive will take Casaloma Drive south to WIS 15 east to North Lynndale to eastbound Capitol Drive.
  • Westbound Capitol Drive will take North Lynndale south to WIS 15 west to Casaloma Drive north to rejoin westbound Capitol Drive.

Rose Hill Road Bridge Replacement – This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.

Location/limits: Fairlane Drive to East Evergreen Drive

Length: 0.27 miles

Cost: $3.48 million

Schedule: April 29 to September 2024

Description of work:This is a construction contract for the I-41 Expansion Project between Appleton and De Pere. This work is to replace the Rose Hill overpass and approaches on both the west and east sides of the overpass. Temporary median widening will be constructed along I-41 to accommodate a temporary barrier wall during abutment and pier construction.

May 20 to May 24: Crews will continue importing and placing borrow material. Demolition of the abutments and excavation for the structure will be ongoing. Bridge construction will begin including construction staking, excavation, piling, rebar, and concrete installations. Erosion control and traffic control devices will be installed and maintained as necessary.

May 27 to May 31: Crews will continue to import and place borrow material. Bridge construction will continue, which will include excavation, piling, rebar, and concrete installations over several weeks. Erosion control and traffic control devices will be installed and maintained as necessary.

Traffic impacts: From 2024 to 2030, there will be numerous roadway and ramp closures and full interchange closures as part of the I-41 Expansion Project. Please see the Majors Project website for detailed traffic impacts, roadway closures, and detour routes.

Local road closure

  • Rose Hill Road overpass is CLOSED to all traffic.
    • Traffic will be detoured using County OO, WIS 55, and County JJ

WIS 15 West Segment Reconstruction

Location/limits: WIS 15 from US 45 to County T from Hortonville to New London.

Schedule: April 1, 2024 through November 2024

Cost: $14.0 million

Description of work: This work is the final segment of the WIS 15 Majors project construction from New London to Greenville. This contract will reconstruct WIS 15 from a two-lane highway into a four-lane divided highway. The US 45 and WIS 15 intersection will be modified, and the traffic signals will be upgraded. Town roads will be modified for better alignment with WIS 15. The railroad crossing on US 45 (near the WIS 15 intersection) will be replaced with new signals.

May 20 to May 24: Grading work continued from River Road to Kelly Drive. Some asphalt and concrete were removed from the eastbound lanes. Culvert work is occurring as needed. Seeding and restoration are occurring as work progresses.

May 28 to May 31: Grading work will continue from River Road to Kelly Drive. Road subbase gravel will be placed in the eastbound lanes from Kelly Drive to about ½ mile west of there. Culvert work will occur as needed. Seeding and restoration work will continue as needed.

Traffic impacts: WIS 15 is CLOSED and DETOURED between US 45 and County T until early November of 2024.

Detour: The signed detour will direct traffic to County T, County TT, and then US 45 for westbound traffic. Reverse for eastbound traffic.

WIS 54 Resurfacing and Seymour Roundabout Construction

Location/Limits: WIS 54 from French Road to Seminary Road in the city of Seymour through the towns of Seymour, Osborn, and Oneida in Outagamie County.​

Length: 7.7 miles

Schedule: April 8,2024 to September 2024

Cost: $5.9 million.

Description of work: The project consists of milling and resurfacings of WIS 54 from French Road to Seminary Road with new hot-mix asphalt pavement, the construction of two, new roundabouts at WIS 54/County C and WIS 54/WIS 55, beam guard upgrades, widened pave shoulder from three to five feet, safety improvement by creating a dedicated left turn lane in Seymour, centerline and shoulder rumble strips will be installed in rural high-speed areas, and new pavement marking.

May 20 to May 24: Electrical bases and pull boxes were installed at WIS 54/Ivory Street/County C roundabout early in the week. Following that, the contractor completed backfill behind the curb and gutter and grading for concrete sidewalk, driveway aprons, and colored truck aprons. The concrete contractor is installing concrete sidewalks, driveways, and truck aprons near the end of the week.

May 28 to May 31: The contractor will continue pouring concrete sidewalk, driveway aprons, and colored truck aprons. Topsoil is scheduled to be placed near the end of the week.

Traffic impacts: The intersection of WIS 54/County C/Ivory Street IS CLOSED during roundabout construction.

  • Access will be maintained to businesses and residents along the project corridor throughout construction.
  • WIS 54, outside of WIS 54/County C/Ivory Street intersection, will be open to traffic for most of the construction.

Detour: WIS 55 to County G to Mainline Drive

WIS 76 and School Road Intersection Improvements

Location/limits: The intersection of WIS 76 and School Road in the Village of Greenville.

Length: 0.4 mile

Schedule: April 15, 2024, through early August 2024.

Cost: $2.6 million

Description of work: This project includes reconstructing the intersection into a roundabout. Work includes grading, storm sewer, mini storm sewer, culverts, reconstructing sanitary sewer manholes, base aggregate, concrete pavement, asphaltic pavement, curb and gutter, sidewalk, concrete driveways, shrubs, perennials, yard hydrant, final landscaping, signs, street lighting, and pavement markings.

May 20 to May 24: The contractor continued roadway excavation and borrow placement along WIS 76 south of School Road, and School Road west of Hwy 76. Crews continued to place aggregate along Hwy 76 and School Road. Crews installed conduits for the street lighting.

May 28 to May 31: The contractor will continue shaping WIS 76 and School Road ditches and begin placing topsoil. Crews will continue to place aggregate. Crews will begin work on concrete curb and gutter throughout the project.

Traffic impacts: The intersection of WIS 76 and School Road will be closed and detoured during construction.

  • Access to homes and businesses will be maintained along the intersection leg in which they are located.
  • Recreational trail will remain open to all users throughout the project.
    • A temporary trail bypass has been constructed.

Detour: The WIS 76 detour will follow WIS 96 to County CB to WIS 15.

OUTAGAMIE AND WAUPACA COUNTIES

WIS 22 and WIS 76 Improvements Outagamie and Waupaca Counties

Location/limits: There are two construction locations:

  • WIS 22 from 600 feet west of US 45 to the intersection of US 45.
  • WIS 76 from WIS 54 in the village of Shiocton to US 45 in the village of Bear Creek

Length: 12.7 miles

Schedule: April 29, 2024, through mid-August 2024. Other work was completed last year as part of this two-year construction project.

Cost: $7.4 million

Description of work: This project includes grading, asphalt pavement, milling of existing asphalt, placement of new asphalt surface, and curb ramp replacements. Other work includes guardrail, pavement markings, rumble strips, traffic signal modifications, and other incidentals.

May 20 to May 24: The contractors will complete electrical work on WIS 22 and preparation for asphalt paving will follow. Backfilling and restoration of the curb and gutter, sidewalk, and curb ramps are scheduled to be completed on WIS 76 in the village of Bear Creek. Crews will continue milling the asphalt pavement on WIS 76 and cold-in-place asphalt recycling will continue. Temporary pavement marking will be completed daily following the milling and cold-in-place asphalt paving operation on WIS 76.

May 27 to May 31: The crews are scheduled to complete electrical work on WIS 22. Asphalt paving will begin on WIS 22 west of US 45. Backfilling and restoration of the curb and gutter, sidewalk, and curb ramps are scheduled to be completed on WIS 76 in the village of Bear Creek. Crews will continue milling the asphalt pavement on WIS 76 and cold-in-place asphalt recycling will continue. Temporary pavement marking will be completed daily following the milling and cold-in-place asphalt paving operation on WIS 76.

  • WIS 76 full closure begins May 9: WIS 76 will be closed and detoured starting Thursday, May 9.
  • WIS 22 closed and detoured to June 12.
    • Local access will be maintained to properties, businesses, and field entrances within the work zone on WIS 22 from the west.
  • WIS 76 lane closures within the village of Bear Creek.

Detours

  • The WIS 22 detour will follow County T, County O, and US 45.
  • The WIS 76 detour will follow WIS 54 and US 45.

OUTAGAMIE AND WINNEBAGO COUNTIES

I-41 Rehabilitation and Maintenance

Location/Limits: I-41 from Neenah to Appleton from Breezewood Lane to WIS 96, US 10 in the village of Fox Crossing and Cold Spring Road.

Length: 7.92 miles

Schedule: March 25, 2024 through November 2024

Cost: $16.25 million

Description of work: This maintenance project involves extending the life of the existing bridges and pavement along I-41 with work including concrete pavement repair and replacement, concrete pavement diamond grinding, hot mix asphalt pavement, bridge approach slab replacement, miscellaneous structure maintenance and repairs, storm sewer repair and replacement, box culvert repairs, guardrail replacement, barrier wall replacement, pavement marking, signing, and finishing items. This project also includes replacing the bridge deck of northbound I-41 over Green Bay Road, bridge joint replacements on southbound I-41 over Green Bay Road, joint replacement and bearing modifications to the westbound WIS 441 to northbound I-41 ramp structure in the I-41/WIS 441 system-to-system interchange, and replacing a portion of the structure mounted noise wall on eastbound US 10 over Cold Spring Road.

May 20 to May 24: Paving crews substantially completed pavement repair and replacement throughout the project on the mainline and ramps including joint repair work with minor locations remaining. Asphalt crews completed the removal and replacement of shoulder rumble strips in the median in preparation for long-term staging and traffic shifts on northbound and southbound I-41 north of WIS 441.Crews continued to prepare for diamond grinding operations by removing raised pavement markers and permanent pavement marking tape throughout the corridor during the nightly lane closures, primarily on northbound I-41. Diamond grinding crews continued work at various ramps and southbound I-41 lanes. Bridge crews began bridge falsework and decking on northbound I-41 over the Green Bay Road structure. Storm sewer crews continued with miscellaneous storm sewer repairs and replacements on northbound I-41.

May 27 to May 31:Crews will continue to prepare for diamond grinding operations by removing raised pavement markers and permanent pavement marking tape throughout the corridor during the nightly lane closures, primarily on northbound I-41 ramps. Diamond grinding crews plan to continue work at various ramps and southbound I-41 lanes. Bridge crews will continue bridge falsework, decking, and reinforcement on northbound I-41 over the Green Bay Road structure. Crews will prepare for long-term stage shifts beginning on northbound between Breezewood Lane and WIS 441, and southbound between WIS 441 and Main Street.

Traffic impacts: During construction, I-41 will be open to traffic except for intermittent nighttime full closures and numerous ramp closures.

Long-Term Closures:

May 6 to September 2024 – CLOSED – Northbound I-41 on-ramp from County Road II

  • Detour: County II to County CB to US 10 to I-41

May 6 to September 2024 – CLOSED – Green Bay Road

  • Full closure of Green Bay Road between American Drive and County II

May 30 to July 20 – CLOSED – Northbound I-41 off-ramp to Winneconne Avenue

  • Detour: Breezewood Lane to Tullar Road to Winneconne Avenue

May 31 to June 14 – CLOSED – Southbound I-41 off-ramp to County Road II

  • Detour: US 10 westbound to County CB to County II

Lane Reductions: These will create delays on I-41

May 7 to September – Long-term lane reduction on northbound lanes of I-41 between Main Street and US 10

May 30 to August 11 – Long-term lane reduction on northbound lanes of I-41 between Breezewood and Main Street

May 31 to June 28 – Long-term lane reduction on southbound lanes I-41 between WIS 441 and Main Street

  • Lane closures will create delays on I-41. These delays may be significant during peak travel times. Please consider alternate routes.

Intermittent lane closures will occur on eastbound US 10 and Cold Spring Road.

WINNEBAGO COUNTY

I-41 Rehabilitation (Lake Butte des Morts)

Location/limits: Lake Butte des Morts causeway between WIS 21 and US 45 in the city of Oshkosh

Length: 1.2 miles

Cost: $2.04 million

Schedule: May 28, 2024 to October 2024

Description of work:

  • Remove and replace structure approaches for northbound and southbound I-41 bridges over the main channel of Lake Butte des Morts (B-70-265 and B-70-266).
  • Replace and relocate a roughly 100-foot section of cable barrier on the west side of I-41 near the US 45 interchange.
  • Remove and replace existing safety and weight enforcement facilities (SWEF) along I-41 near the northern shore of Lake Butte des Morts.

May 20 to May 24: Crews worked on bird netting below the bridge deck.

May 28 to May 31: Crews will perform daytime and nighttime work to set up lane closures and lane shifts. Northbound and southbound traffic on I-41 will be reduced to two lanes in each direction by the end of the week.

Traffic impacts:

Impacts to I-41 mainline traffic include:

  • Both directions of I-41 will be reduced from three lanes to two lanes across Lake Butte des Morts

Impacts on I-41 interchange ramps include:

  • Southbound I-41 entrance ramp from US 45 closed for the majority of the project.

Full-time lane closures along I-41 will be suspended and all lanes fully reopened during the EAA AirVenture.

Detour: The detour route will follow US 45 to WIS 21 to I-41.

NORTHEAST REGION WIDE

Epoxy Pavement Marking

Location/limits: Various highways throughout Northeast Region

Schedule: May 20, 2024 to fall 2024

Cost: $1,705,493.75

Description of work: This is a maintenance-level improvement that will lay down new epoxy pavement markings on Northeast Region state, US, and interstate highways.

May 20 to May 25: Crews laying epoxy pavement markings in Door, Brown, and Kewaunee counties on WIS 42 and WIS 57.

May 27 to May 31: Crews laying epoxy pavement markings in Calumet and Fond du Lac counties on US 10, US 151, and WIS 114.

Traffic impacts: All roadways will remain open during pavement marking. Epoxy pavement marking is put down under live traffic in a moving convoy.
